In 1819 there were certain statements made by people. which I desire to quote. This -is a statement from the second annual report of the managers of a society for the prevention -of pauperism in New York City. There were paupers then. That was before this presehtday immigrant ever dreamed of coming to the United States. And this is what the association says: As to the emigrants from foreign countries. the managers arc coimpelled to speak of them in the langauge of astonishment and appreenslon. Through this inlet pauperism threatens us with the most overwhelming consequences. Mr. Chairman and gentlemen. a century has elapsed since that statement was made.
