Mr. Chairman. the argument that the gentleman has -made in favor of this amendment has been made before.The same fears that lie now has were entertained many. many years ago. The gentlemen when they opposed immigration 100 years ago stated the same reasons that the gentleman assigns today. and were as wrong then as he is today. I have here an extract from a report which was made in 1817. not quite 100 years ago. At that time the socalled immigration commission that had been created reported thatThe immigrants should press into the interior. At the present time. also. we seem -too congested on the frontiers. And in those days the -population of .the United States was .only between eight and nine millions.
