Mr. Speaker. there are certain provisions of the immigration bill which I favor. there are some to which I am heartily opposed. Regardless of my attitude toward the bill. however. I am opposed -to the adoption of this rule. It seems to me to be indefensible to propose -to consider at this time legislation for which there is -no actual necessity or any really. imperative demand The country is demanding action upon measures pending before this House and of vital importance. and the House should devote itself to the consideration of those measures. giving such full opportunity for their consideration as will result beneficially when the legislation is .perfected.
