I desire to state to the gentleman from Wisconsin that the facts surrounding this particulr proposed authorization are different from some others. When the l)epartment of Commerce moved out of what is known as the Willard Building on Fourteenth Street. the Department of Labor was left in the building. but that building was not sufficient to provide for all of its bureaus. For instance. the Bureau of Naturalization was located on F Street. Now. for the remainder of the year the Department of Labor only had $16.500 authorization for the rent of the building. It was necessary to secure quarters for all of Its bureaus.
