No one could question :that Congress might legislate on this subject. For example. a joint resolution or bill might be passed to the effect that the protection provided for in section 2000 of the Revised Statutes should not be accorded to any citizen. whether native born or naturalized. while traveling on an armed vessel of a belligerent country during the present European war. Congress might refuse to consider such legislation. and the President might veto it if .passed by Congress. still there would be no more reason why the President should object to the introduction and consideration of .such a measure than for his protesting against measures proposing disarmament or embargo or any other policy that might arouse conflicting emotions in the belligerent nations.
