Pope. who was prosecuting officer :n New Jersey. wrote to President Taft in Febiruary. 1913. that he had prosecuted in a certain length of time for various crimes 114 foreigners. and that 91 of them were illiteratethey could not readand that out of 8 crimes against women. 7 were committed by men who could neither read nor write.
