That really Is not the main purpose of the provision. neither is that the .main effect to be accomplished by It. The statute will be more useful in deterring persons from violating it. and will accomplish more good in that way than in any other. Persons who contemplate violating this statute by importing contract labor will understand from the beginning that it is in the power of the party with -whom they contract to punish them for it. whereas. if there is no such provision in the bill. then they -will readily understand that it is next to impossible to convict them or punish them under the statute. As .has been suggested by the Senator from New York . this is no innovation. Such -provisions are contained in the statutes of nearly every State of the Union.
