I should like to make a brief statement as chairman of the committee. The committee. under all of the circumstances in perfecting this bill. both in its selective and restrictive features. have gone just as far in accordance with our treaties and in accordance with our customs as they thought It was good policy to go. I hardly think it would be pertinent at this time. if It would be pertinent at any time. to introduce an amendment of this sort. in view of the terrible conditions that exist in those countries from which a large proportion of our immigration comes. and running. as it does. in direct conflict with treaty stipulations. I do not think that the time of the Senate should be taken up with a complication such as this would give rise to. In view of the fact that the major part of the debate has been to the effect that the bill is too restrictive. it seems strange that it is now proposed by one fell swoop to let in a few on one side and exclude all the poor. suffering. and downtrodden human beings that we have heard so much about on the other.
