President. there has been a great deal said in the Senate about the purpose of this bill.- It has .been frankly avowed by its sponsors that it is intended as an exclusion bill. They have disavowed any purpose. however. to exclude the peoples of northern Europe. who they.declare to be qualified by every test. including theliteracy test. for citizenship in the Republic. They undertake to justify the literacy test by claiming that the application of the literacy test will largely exclude certain undesirable races who come from Asia. and a great deal of the sentiment in favor of this bill Is engendered by the fact that there haie come to our shores in recent years people who belong to races that we all recognize are of an entirely different civilization from ours. There has been a considerable iimigration into the United .States very recently of blackskinned people. there has been some considerable immigration of people belonging to the Malaysian races. Those people will never amalgamate themselves into the body of the American population. ia my opinion. If this amendment is accepted.
