Mr. President. in answer to what the Senator from Missouri has said. I think the desirable man to have come to this country Is the man who wants to become a citizen of the country. A certain proportion of them may not make desirable citizens. we have a great many American born who are not desirable citizenis. but I think that the most desirable Immigrant who comes here is the man who comes With the Idea of permanency. in the hope and expectation of improving his condition and giiing his Children the opportunity which this country affoids. and he is the man who as a rule takes steps to become a citizen of the United States.
