But notwithstanding the effort of California to place her on a political equality with men the fact that Mr. Gordon is not naturalized penalizes Mrs. Gordon. In other words. she Is penalized by his failure to become naturalized. She may use her influence with him now. but It will be four years before be can get his final papers. and during that lapse of time why should she be set apart from her sisters so far as the elective franchise is concerned? Under this section Mrs. Gordon becomes a foreigner.
