It is known that a vote can not be taken before that .time. The matter is to pend -before the Senate. asI said- yesterday. until an appropriation bill comes before us. when it will be displaced. I voted against taking up the measure this morning. although I am in favor of an immigration bill. I voted against it because I know that such a bill will.not be considered with a view of voting upon it today. and I felt that it was proper that a bill which the Senate has several- times voted on and has several times expressed itself upon should come up for consideration with a possibility of disposing of it. It- was for that reason that I voted "nay" on the motion to take up the immlf gration bill.
