I may not give enough credit to the English language. but it seems to me. when it reads as it does here as it came from the House. that it is unlawful to in any way induce. assist. encourage. or solicit the. immigration of contract laborers. that covers the matter fullr. I have examined the dictionary. and I do not. see how anything further -would be necessary to make that effective. It seems to me that this language. "or attempt to induce. assist. encourage. or solicit." is surplusagp. unless it is sought to make this legislation so drastic that if an American walking along the street in a foreigu country should say in response to a question that his country was a good one he might be indicted for an attempt to encourage emigration to this country.
