That applies only to the naturailized citizen. It does not apply. and I call the Senators attention to that fact. to the man who has applied for naturalization. That clause does not apply to the man who is permanently a resident here and who possibly is ineligible for naturalization. Certain classes of people are Ineligible. I call the Senators attention to the fact that it is a question worthy of consideration whether there may not be now a class of people not naturalized. who either have applied for naturalization or who for some reason are Ineligible. who could not bring their wives and children here.
