I desire to say to my friend from Oregon that I know of hundreds of men who have gone to Canada. men -who wvere bor in the United States. and who have always been citizens of the United States. who are now citizens of Canada or subjects of Great Britain. I find no fault with the Senators resolution. I am not going to object to its consideration. but I should like to know why measures of this kind. which are of the highest importance. are sometimes referred to the Committee on Immigration. sometimes to the Committee on the Judiciary. and in this case the Committee on Privileges and Elections makes the report.
