The paragraph to which I called the attention of the Chair contains this language: For all expenses of the enforcement of the laws regulating immigration of aliens into the United StatesAi(] soi on. Now. lines 10 and 11. page 150. say: And for all other expenses authorized by said act. Now. this is the lmragraph to which any amendment for the expenses in the enforcement of the immigration laws and the expenses of the Immigration Service are germane. and it is a wellsettled matter of procedure in the House that amendments that are germtne to a particular part of a bill must be offered to that paragraph and can not be offered at any.other place in the bill. The amendment proposed by the gentlenan is germane to the paragraph which has been pmssed by the coammittee. and not having offered his amendment at that point it Is not in order at any other point.
