I will frankly state to the House that the object of this amendment Is to put the commissioner of itmmigrationi at the port of New Orleans on the samue btsis its the other conumissioners of Immigration at other ports of this country. At other ports where Immigration stations are located. except at the port of New Orleans. the commissioner is appointed by the President for it term of four yetrs itid cotfirmed by the Senate. In the one ctse in my home city It is held that this officer comes under the Civil Service Comuission nnd must be named from the chssified list. That httppens for this reason: Thit the other conilssioners of immigration sire provided for it the sundry civil bill of 1894. while the coilssioner of imtigration tit New Orleans wtts provided for by the act of 1907 for the first time. Under section 34 cf that act it provides: SFc. .4. Thait the CommIssloner General of Immigration. with the approval of the Secretary of Labor. may appoint a commissioner of nmilgration to discharge at New Orleanus. I... the dutle. now requited of other commissioners of immigration at their respective ports.
