Session #63 · 1913–15

Speech #630253229

In 1913 there were 139 commissioned officers. In addition. there are .15 pharmacists. with a compensation averaging fromi $700 a year to $2.6.0. Relative to the inquiry of the gentleman from Illinois . it is desired that these surgeons who !are detailed for the examination of immigrants should be men who have special training to recognize mental defectives. and I thinh it is quite important that that should be the case. There was some doubt expressed this year as to whether they shouhl select men with this special training or should attempt to train them themselves. Upon other occasions evidence was presented to the committee to demonstrate that unless the men did have this special training they were not effective in the particular work desired.
