The following extract is from a resolution adopted by the Board of Commissioners of Cook County. Ill. The conditions in some of the countries of Europe are such that moral. honest. and industrious men and women can not secure an education. and they seek to come to this country in the hope of improving themsclves under the beneileent Influence of free institutions and our free Government. * * * We hereby cheerfully give testimony to Members of Congress. before whom the new restrictive immigration measures are pending. that the foreignspeaking citizenship of our community is a most desirable element. and that neither the paupers or disturbers come from the moral. honest. and industrious peasant. artisan. or craftsman of Europe. who. although they may not be sufficiently schooled to pass educatlonal or literacy tests. come here and make worthy and desirable citizens.
