The provision under discussion now reads as follows: That any alien. at any time within three years after entry. who shall enter the United States In violation of law . any alien who within three years after entry shall be found advocating or teaching the unlawful destruction of property. or advocating or teaching anarchy. or the overthrow by force or violence of organized government or the assassination of public officials. any alIen who within three years after entry becomes a public charge from causes existing prior to the landing. except its hereinafter provided. any alien who is hereafler sentenced to imprisonment for a term of one year or more because of conviction in this country of a crime involving moral turpitude committed within three years after the entry of the alien to the United States. * * * shall. upon the warrant of the Secretary of Labor. be taken into custody and deported. * * * I desire to call the attention of the gentleman to the fact that this proviso could easily be construed as affecting anl alien advocating the overthrow of any organized government.
