This foreign examination is provided for by the existing law. All we are doing here is to provide for its verification before a consul of the United States. All the medical facts about the immigrants must be ready on arrival. How are they to be arrived at? There are two ways. If a surgeon is aboard the vessel. they are arrived at aboard the vessel and are certified to by the ships doctor on his arrival in the port of New York. If there is no ships doctor aboard. then a surgeon must be hired to make the examination in a foreign port.
