Now. in line 22. page 26. it says: That the surgeon of said vessel sailing therewith shall also sign each of 8aid lists or manifests and make oath or affirmation in like manner before an immigration officer at the port of arrival. M1r. GARDNER. Of course. because the vessels surgeon is right on the spot and has his material all ready to present. The manifests are prepared on board the vessel. in order to facilitate the examination and admission of the aliens when they arrive. This section provides that if the preliminary medical examination is made by the ships surgeon it shall be sworn to on arrival.
