Mr. Chairman. the old law provided for the admission of skilled labor when labor of like kind could not be found. and it frequently occurred that men came over as skilled laborers. and after they had gotten here and had gone to the expense of paying their steamship fare and all of that trouble skilled labor of the same kind would be found here. and the immigrant would be sent back. In order to prevent just such troubles as that we provided in the old bill that that question should first be presented before they ever came or started. presented to the Secretary c Commerce and Labor at that time. now the Secretary of Labor. and if he decided in favor of the application. then they should be admitted. Now. as was said by the gentleman from Massachusetts . that was not altogether satisfactory to the gentlemen who represented the trades unions and the laboring people of the country.
