Mr. Chairman. it occurs to me tlat the discussion of this proposed amendment does not reach the real question involved. For instance. this Is a definition of the word "alien": That the word " allen " whenever used In this act shall Include any person not a nativeborn or naturalized citizen of the United States. Then the substitute proposes to take out of the definition of in alien a person who has lived here "continuously" for five years and who has made an application for citizenship. Certainly such definition of an "alien" should include any individual who is not a citizen.
