I am sure that even the advocates of this bill will vote for the proposed amendment if they could all understand what it really contemplates. Let us take a concrete case. An immigrant who has taken every legal step to become a citizen of this country by having filed his application in the proper court is called abroad for some reason before he can complete the process of becoming a citizen. and while abroad contracts innocently some sort of a disease. He m.ay be run over by at railroad train while traveling abroad. and when he gets back to our country. unless this amendment is adopted. lie would be excluded because physically defective. although he may have established a business ill this country. and although his application for citizenship is pending in the courts. Therefore. unless this amendment be adopted. it would be at great hardship for ninny who really need our protection.
