I do not think it was intended that we should impose these hardships upon people who are part and parcel of us. We know the conditions here. and we also know that frequently they can not be changed. Many of these people have resided in our country. as I have said. for 10. 15. or 20 years. and due tO tie conditions existing in the sections of our country where they have resided it has been absolutely impossible for them to become naturalized. It is for these deserving people that I am pleading. and T hope that the chairman of the committee. as well as the rest of you gentlemen. will vote in favor of this amendment. As you will observe. I provide that they must reside here at least five years before they shall have the same privileges as a naturalized citizen or one of native birth as far as this bill is concerned.
