I venture to say. however. that if this illiteracy test had been enforced against them large portions of them would have been excluded. Perhaps onehalf of them came here. as the saying is. "with tags on their backs." If that test had been enforced against this class of foreigners. onehalf of the Members of this House would not be here today. They. might possibly be members of the British Parliament. There are two objections urged to the present immigrants. one is that they come in competition with American labor. I shall not take the time of the House to answer this argument. It has been fully and conclusively answered by the gentleman from Minnesota and the gentleman from Missouri .
