France has territory in the West Indies. and although she is traditionally and actually our friend I should think the gentleman would advance his theory of am equilibrium in the Mediterranean also. But it is only about 18 years since we were. on the verge of a quarrel with Great Britain about some worthless territory in which we had no interest whatever down in Venezuela.
