The country of Paraguay is principally noted. I believe. for the fact that owing to frequent revolutions in that country and the disasters which accompany those revolutions that they have 13 women to each man and boy. and old men and boys--13 women to each. I do not know whether the distinguished gentleman from Alabama [Mr. BurNETT]. in charge of the immigration legislation of the House. desires to establish relations so that we may help out Paraguay by importing the surplus women there into the United States. There can be no other excuse. We have now one minister to those two countries.
