I want to state to the gentleman. Mr. Chairman. that there are some 500 citizens who were naturalized under proceedings which were instituted in the county court of Davidson County. Tenn. The gentleman will recall that under the act of 1906. the present law. certain prescribed forms are fixed. and the operation of the law is placed entirely under the control of the Federal officials. but prior to that time there were no fixed or prescribed forms. and any court of common law jurisdiction. with a clerk and seal of the court. was considered as having the necessary jurisdiction to issue naturalization papers.
