Mr. Speaker. the most legitimate issue in this whole immigration question comes right down to one point. Ought we to embark on a policy of restriction for the sake of restriction. that is to say. restriction for the sake of lessening the number of immigrants. whether good or bad. or ought we not? That is the legitimate issue. and oil that issue the President of the United States takes one side and the House of Representatives has taken the other side. It is because my beliefs are diametrically opposed to the beliefs of the President of the United States that I ask the House to vote to pass this bill over his veto.
