Owing to the condition of my health I was unable to be present in Congress during the prior stages of this bill upon its passage. Like all other Members. I for a long time have received a great many communications pro and con this proposition. In reply to one very radical letter in favor of the exclusion of foreign immigrttion I propounded to my constithet this proposition: If your mother had been an immigrant to the shores of the United States. and she was unable to read or write a word in any language. and you were a Member of Congress. and a measure was pending in Congress containing a provision for the exclusion of illiterate immigrants. what would you do? Mr. Speaker.
