So far as the Chinese are concerned. In respect to the question of illiteracy. there are only 6 per cent of Chinese who can not read and write who have come to this country. and but a small percentage of the others. so. as a matter of fact. the real purpose of the bill is not accomplished. It tends somewhat in that direction. but I do not believe the people should be dealt with in a way to leave any question about the matter when the provisions of the bill can be made so plain and so clear in its language as to carry out the real desire of the publicentire exclusion of all Asiatic laborers.
