Mr. Speaker. the real object and intent and the promise was that there should be real exclusion of Asiatic laborers. This bill is int within the terms of the promise. and the gentlemans agreement is not within the purview of the Constitution. that the President of the United States should agree with a foreign power that a foreign magistrate should designate the qualifications of men who should come to this country. If the committee desire to have a real illiteracy test. so far as it applies to the Hindus and to those others of Asia. they should have placed in that conference the amendment offered in relation to excluding those who are unable to read any European language. the same as is the law now in Cape Colony aud Australia.
