It requires. too. the clear determination or intention that is firmly fixed in the mind of the applicant. that he desires to become a citizen of this country. that le may boast with pride of his Americatn citizenship as men in early ditys used to boast of the citizenship that was theirs. It requires that he must satisfy the judge of the court to whom his application is addressed that he is of sound lnind and healthy body. I think it is it shocking scandal for agents of the Bureau of -Naturalization to require men to pass civilservice examinations in some instances before they may be permitted to receive their final citizenship papers. My words are a feeble protest algainst that system. and the purpose of this anetllndent is to force a vote. if I mty do so. at this time upon that matter.
