Mr. Speaker. there are one or two verbal amendments to that bill. The purpose of the bill is to penalize the steamship companies for bringing in alien insane. As the law now is. the steamship companies are penalized and required to pay a fine of $100 for bringing in people who are idiots. imbeciles. epileptics. and so on. and. while the alien insane are excludable and deportable now. there is no penalty on the steamship companies for bringing them in. That is one change. The other change is to increase the penalty in that section from $100 to $200. It is now $10 in the present law. as it stands now.
