The Chair does not mean to rule that the minority lost any of their rights. The Chair says this. that the propositions contained ill a motion to recommit must have been propositions which would have been germane if offered as amendments. The Senate bill discusses the whole question of immigration. It defines the terlms to be used. It has a section in it as to what shall happen to people in the Philippines. and so on. and so on. to the end of the bill. But the House indicated its intentions to hold this matter down to the educational test.
