In the first place. this special rule is peculiar. It contains a provision that the Chair does not remember ever to have seen in one before. and while the House got out from under that rule when it got back into the House. still the Chair will read the rule and see what the House was trying to do and what the House intended to do: .csolrcd. That immediately upon the adoption of this resolution the House shall resolve itself into the Committee of the Whole House on tihe state of the Union for the consideration of S. 315. with the amendment reported hy the House Committee on Immigration and Naturalization. Of course. everybody who paid any attention to the debate knows the aienduient vas a substitute and covered everything the House wanted to do. That there shall be four hours general debate. to be divided equally between those favoring and those opposing the measure.
