It would ofttimes be a sad miscarriage of justice to deport aliens under this act. if it does become an actwhich I hope it does not. howeverif there was no opportunity to have the case or cases appealed for consideration by the Secretary of the Department of Commerce and Labor. These people are usually ignorant of their rights in the premises. and it is not an unusual thing for the inspector to be anxious to deport them. If this section should remain as it is in the bill and become a law. it will. in fact. be very doubtful if there is the right of appeal to the Secretary of the Department of Commerce and Labor to review or reconsider de novo the decision of the immigration officers. I hope that the chairman of the committee will allow the amendment to be adopted. I think it will help this section and help the bill.
