Japan. if the amendment were adopted. would be at perfect liberty tomorrow to discontinue this agreement which I have read to you and to denounce us as having violated the treaty. Furthermore. Mr. Chairman. I am in favor of Mongolian exclusion. as is the gentleman from California . but the result or adopting this amendment would entail a succession of events. First. the bill would go to conference. Even supposing that the Senate conferees were to accept. this amendment. it is extremely unlikely that before the 4th of March the Senate would agree to any bill with such a provision in it.
