"Native and descendants." Now. no man born in Persia. for instance. according to the gentlemans amendment could come into the United States unless. perchance. he was able to read some European language. His amendment goes further than the Chineseexclusion laws. It excludes not only coolies. but it excludes every man in China. in India. or in the East. unless he can read some European language. which is an unusual accomplishment for Asiatics. Furthermore. as if that were not enough. this amendment clearly violates Article I of our treaty with Japan. which says: The citizens or subjects of each of the high contracting parties shall have liberty to enter. travel. and reside In the territories of tle other to carry on trade. wholesale and retail. to own or lease and occupy houses. manufactories. warehouses. and shops. to employ agents of their choice. to lease- land for residential and commercial purposes. and generally to do anythitig incident to or necessary for trade upon the same terms as native citizens or subjects. submitting themselves to the laws and regulations there established.
