That is a false attitude in which to put Mcmibers of the House. Those Members who are in favor of the one proposition embraced in the House substitute have to vote for that or vote against it against their consciences. and when they have voted for it they thereby cut themselves out from the opportunity of considering or amending the many other propositions contained in the Senate bill and turn that over to the gentleman from Alabama and possibly the gentleman from Massachusetts to settle in conference with the Senate amendment. I would like to call attention now to the proposition that perchance those who are opposed to the immigration bill shall have the right to be represented on the conference committee. Here is a proposition to take the Senate bill. containing many propositions upon many subjects. fixing a head tax. doing many other things which the gentlemen interested in immigration desire to be heard upon. and turning that all over to the conference committee without any opportunity oil the part of the House to express its opinion upon the subject. Then in the expiring days of this Congress we will be asked to vote up or down the conference report without anyone here knowing anything about the jokers inl it.
