Here is a Senate bill. 58 pages long containllg many provisions not only with reference to the admnissions of aliens. but in reference to the administration of the immigration laws. Under the rule. when tile House has voted upon the House amendment to the bill. the bill is to go to conference. The bill. the law. is to be written in conference without any opportunity on the part of the House to vote on the propositions in the Senate bill which are not embraced in the House substitute.
