For administrative reasons our immigration restrictions are relaxed as to either Canada or Newfoundland. We know that it would be highly inconvenient and probably of no practical effect to enforce an illiteracy test on passengers who travel daily on the ferryboats in and out of Detroit. for instance. Hundreds of trains cross the Canadian border every day. I have never believed and I do not now believe that it is wise to impose an illiteracy test against Canadians. Nevertheless. I raise no objection to including Canada in the operation of the illiteracy test. if that will help to pass the bill.
