I have suggested in that rule to which the gentleman referred that by a twothirds vote of the House the time for general debate may be extended. I think that safeguards the opportunity for reasonable debate. The gentleman from Ilinois asked the gentleman from A labaina whether he did not think two hours much too short a time in which to consider the immigration bill. I call both gentlemens a.ttention to the fact that only three hours were allowed on June 25. 1906. when the great fight came upon immigration. This time was allowed not for general debate alone but for reading and debating the 45 sections of the bill as well.
