Mr. President. the other day when I offered that amendment I saw a smile upon the countenances of some Senators on the other side of the Chamber. and I suppose the thought which ran through their minds was. "There is another southerner who has found another nigger in the woodpile." as the phrase runs. Therefore. I want to explain the purpose of the amendment. We now exclude Chinese as immigrants into this country. and we exclude them very wisely. because they are an unassimilable race. because they are a race with whom our own people will not intermarry.
