I now present a letter. a part of which I will read. from John H. Noyes. of the national legislative committee of the Junior Order United American Mechanics. Speaking for his order he says: I see by the CONURESSIONAL RECORD that you are to speak next Monday on your illiteracy test amendment to the immigration bill. S. 3175. now pending before the Senate. and I beg to say that there are over 400.000 nlembers of the above patriotic society that have been urging for several years with more and more emphasis the adoption of such a test for adult aliens. The membership feels that there is quite too much illiteracy in the country already. and that we ought to require of our own. by means of compulsory school attendance laws. that they be able to read and write--as well as of foreigners enterlpg the countryon the ground that a rudimentary education better fits one for the struggle for life and for citizenship in this country.
