The same reasons apply with somewhat greater force to the RevenueCutter Service. Section 2174. Revised Statutes. provides for the naturalization of seamen who are aliens serving on merchant ships of the United States without a residence on shore . but no provision whatever exists for the naturalization of aliens enlisted In the RevenueCutter Service. however long and faithful the service. except by acquiring a residence on shore in the manner provided in the act of June 29. 1906. for the naturalization of aliens generally. The acquisition of such a residence with the continuous discharge of duty in the RevenueCutter Service is of course impossible. The Treasury Department desires that all the enlisted men in the RevenueCutter Service be citizens of the United States.
