Because they are clerks of both the circuit and district courts. and they may receive their limit of $3.500 in each one of those capacities. And in addition to that I am informed there are a great many of the clerks that get a great deal in addition from the naturalization fees. which are not included in that limitation. It seemed to your committee that no good reason existed why there should be more than one clerk in any of the districts of the United States. We have therefore made provision respectlug clerk uniform and have provided for the proper transaction of business by a provision for the appointment of deputy clerks. wherever the same may be necessary. the necessity for these deputy clerks being left to the discretion and judgment of the judge of the district.
