In addition to that a vast amount of our school lands have been included in forest reserves. which we seem never to be able to get. The result of it is that we are practically locked up. The immigrants and the settlers are turning from our borders and going not only to other States. but to foreign climes. and if the right to explore for minerals. gold. and silver is to be denied to the Western States. it means our whole industrial situation is to be paralyzed. So far as I am concerned. I am supporting this bill with a great deal of reluctance.
